Here's an excellent explanation, including an example from the U.S. Customs Service in which behavioral rules were implemented, the number of searches dropped drastically but were equal according to race. The "hit rate" of successful contraband finds remained the same.

This guy blames the demise of his business on illegal immigrants. He also rides by a house, sees brown skinned people working and concludes that they are illegal. I live in Columbia, SC and have a small business in the new home construction industry here. I install copper on new homes. I have been in business for almost 20 years now ...... ....Let me tell you a little story that actually happened to me this week (it still seems surreal). But it begins about a month ago. Then I stopped by a home that was being rebuilt due to a lightning strike last year I knew the homeowner, I have done 2 different copper jobs on his house before it burned down. I asked him if he was planning on installing copper on the front and rear porches and he said yes, to please give him a bid on it. He said that he had an international team of roofers to install the shingles on the roof and that if I wanted the copper job to be sure to give him a low bid. He said that the international roofers got paid 4 to 5 dollars an hour for the shingles. (thats what American roofers were making in 1970). Well, I turned in a bid to him for 5 grand on the copperwork. A fair price.
So this past Monday morning was when my adventure began. (and it ain't over by a long shot). I drove by that house early Monday, the international roofing team was hard at work installing the copper. I saw red. I got enraged. I went home, made up 2 picket signs, one said illegals, stop stealing our jobs and the other simply said Enforce our laws. ............. Dig a little deeper and you will see Terry had issues with illegal immigration seemingly before the Monday he writes about. It's a very minor case (cursing in public) that you can expect to be paraded around for more than it is worth. Like myself, Terry is a veteran with an immigrant wife (Filipina in his case).

When the disgruntled roofer carrying a sign that read “Illegals!!! Quit Stealing Our Jobs!” was arrested in July, Larry McDaniel thought the crazy scene outside his Woodcreek Farms home had ended.
The roofer, though, started posting on the Internet photos and stories of his disorderly conduct arrest while picketing supposed illegal immigrants, who were working on McDaniel’s home. The home was being rebuilt after a June 2006 fire.
For a month, those words and pictures jumped from message boards to blogs to YouTube — even onto the Web site of white supremacist David Duke.
Unbeknownst to McDaniel, photos of his house, with its address visible, were spreading online as a spark in the emotional immigration debate...
...Then, CNN’s “Lou Dobbs Tonight” aired the roofer’s story on Aug. 10 in a segment about illegal workers.
The program was repeated three times over the weekend. Friends saw it. So did neighbors in the upscale Columbia subdivision, where USC head football coach Steve Spurrier also lives.
CNN gave the story credibility that the blogs and message boards couldn’t...
...Postings on blogs and message boards are not always accurate or fair, but information can spread faster than a wildfire through a drought-stricken forest, especially when the topic is one as controversial as immigration.
Funderburk accuses McDaniel of hiring a team of illegal immigrants to install a copper roof because they would accept lower wages.
It’s unknown whether those workers are legally permitted to work in the United States.
But Funderburk’s posts have made him a minor celebrity on anti-immigration Web sites.
A Google search of “Terry Funderburk” and “illegal” turns up 11,000 hits...
...Yet Funderburk, who complains about undocumented workers, does not have the proper legal documentation to work on homes.
He does not have an S.C. contractor’s license or a Columbia city business license, authorities said.
And even his claim to national fame is under scrutiny. CNN said it’s investigating complaints about the report...
...However, Funderburk does not have a contractor’s license with the S.C. Department of Labor, Licensing and Regulation, spokesman Jim Knight said.
The state agency had a record of Funderburk doing business as Classic Copper, but that license expired in June 2001, Knight said.
Funderburk said he doesn’t need a license to do copper roofing.
But state law says anyone who does roof work valued at more than $200 must have an S.C. license, Knight said.
Also, Custom Copper is not licensed to do business in the city of Columbia, according to the city’s business licensing department...
...“There are people in this world who have lost jobs to illegal immigrants, but not this guy,” McDaniel said. “He lost a job because of a low bid and low quality.”...
...Funderburk unnecessarily has dragged people into the limelight of the heated immigration debate, Fletcher said.
“He made a racist, snap judgment about people doing work,” he said. “He decided to be a vigilante and take things into his own hands.”...
...Larry and Mary McDaniel said they have been afraid for their safety since their home address has been publicized on thousands of Web sites.
“There’s all these racist, angry people out there he’s blogging with,” Larry McDaniel said. “They know where the house is. Why should we live in fear when we’ve done nothing wrong?”
Fletcher, the developer’s husband, said M and H’s reputation has been sullied because everyone in Woodcreek Farms knows they are building the house. M and H Development hires reputable contractors, Fletcher said.
“The perception he’s put out there is we’re a bunch of cheap guys who hire illegal aliens to do a cheap job,” he said.
But Funderburk insists he was making a stand for himself and other small business owners who are suffering because of illegal immigration...
...The McDaniel and Fletcher families said that they understand Funderburk’s concern over illegal immigration, but that he chose the wrong way to handle it.
“I understand his cause, but his tactics are overboard to get publicity,” Mary McDaniel said. “There are so many people who are so zealous that they’re not willing to look at the situation.
“The hate that is coming out this is cancerous.”

Here's another alicrapper that claims he can tell someone is an illegal immigrant just by looking at them!
Was at a Dunkin Donuts this a.m., alone with my son, when an obvious illegal alien pulls up in his humongous Suburban SUV. He was gaping at us, I guess me, ogling and staring, and I almost didn't go into the place. And then I just thought forget it -- I'm going to go in and get a d-ganged donut and to HECK with him. It just kills me. More and more I see these people driving far nicer cars than I ever will, usually with 3 or 4 of their anchors and elderly grandmas in the backseats. I'm also seeing our lovely local dealerships sending out car ads and promotionals in spanish, which REALLY pisses me off. Jerks. Big Men with their Big Cars. Oh BOY. Alicrappers take on Nasonex! They can't stand the accent in the commercial. 
Have any of you caught the "Nasonex" commercials on TV? "Nasonex" is some sort of prescrption allergy medication. The commercials feature an animated bumble bee that....get this....speaks English, but with a heavy Spanish accent. http://tinyurl.com/ynqp3x Now is this classic sympthoms of xenophobia or isn't it?
You don't know how many times I wanted to puke over that commercial.
And a methaphor...
My husband, who suffers from severe allergies with symptoms that can darned near incapcitate him at times, has to use Nasonex and he has a different take on what that ad is conveying.
He's always looked at it as the bee with the accent being a metaphor for the misery being spread by the Latino invasion.
Just another POV, of course, but a reminder that perhaps some are spreading their message in most subtle ways Antonio Banderas? 
I thought that had been brought up here before - and IIRC, the voice actor is none other than Antonio Banderas (a Spaniard, not Central/South American).
And this one can't stand accents. Jeez, what does that have to do with illegal immigration? Don't legal immigrants and naturalized citizens have accents too?
It's just a bumblebee. That accent doesn't bother me anymore than heavy British accents. For some reason, advertisers think "heavy accents" sell products better. I hate listening to them and use the "Mute" button when they come on. Nasonex bee to speak in Spanish next?
I wouldn't be surprised if the next commercial shows the same bumble bee speaking in spanish complete with english subtitles. Ahh, it never ends................

This guy is called a "hero". He goes into Home Depot at the self check-out. Man, I hate getting stuck behind a moron at the self check-out. They should require a certified IQ test score above 50 before allowing a customer to use one of them. Ok this Mensa group member is trying to use the self check-out and hits the "Spanish" button. The genius can't understand it. Why is the audio even necessary? You scan your items; you scan your credit card; you move on. It's not that difficult. So Einstein gets so frustrated that he destroys the machine.
This vandal, this criminal, is called a hero. It is lamented that he didn't destroy the other machines. One guy says that he intends to go to his local Home Depot and do the same [I'm sure he didn't (there are a lot of big talkers at alicrap but few doers)]

Our local Wal-Mart has started the self-checkout thing with about five of the units installed. I prefer it myself; no attitude from the zit wrangler, no waiting on price checks.... really sweet.
You're right, SG: to screw up that badly, you really have to work at it. All you have to do is scan the first item, and it automatically starts the process IN ENGLISH! And if you screw something up, a red light flashes and an attendant will fix it for you!
And they wonder why I call them the Marginally Functional - they can't find their own asses with two hands and a Tour Guide.

I was going to post the rant topic on the MCDC forum against Sears, but strangely enough a moderator must have nabbed it ("Topic does not exist"). It was a forum member calling Sears, and when they tried to continue through the automated system it supposably went into Spanish. Of course the caller held until they were able to get a person to answer, then asked to complain to a supervisor (my enjoyment was from the supervisor stepping back into the caller, and saying that they were wrapped up a little tight).
Yes, strange that a moderator killed it because it was just like all the other Spanish language rants that are allowed to stay up...
With the areas that the Minuteklan go on "patriot patrols" I am waiting for one to be poisoned by a Gila Monster. For those of you that don't know, the Gila Monster moves very slow, and has its poison in the lower teeth, so it has to turn its head upside-down to let the poison drip into the wound. To be killed by a Gila Monster, you have to want to be killed by a Gila Monster (there are no reported human deaths thus far).
Years ago my grandmother commented that people didn't follow road signs anymore...
My response was that they don't even observe arrows in the parking lots...

We have idiots down here who think it's their God-Given-Right to cut across the parking lot, usually at 40mph. I was almost clocked by some bimbo doing that, and then she gives me a look like I did something wrong!
Or, heading into Wal-Mart, chances are excellent you'll find yourself going down an aisle blocked by two jerks who're best friends, go to church together, work together, and go out twice a week with both families - carts in the middle of the freaking aisle, blocking any manner of getting through!
And 9 times out of 10, they're bitchin' about a bunch of people speaking Spanish in Aisle 7...

Hell, our Wal-Mart has about 5 of those self-check out thingy's. I don't know why in the world they installed them. Since they put them there a year or two ago they things have been out of order. Funny, but they were never used. Pisses me off cause they usually only have like 3 lanes open with like 20 people per lane. I guess my Wal-Mart is just lazy.
But breaking the machine, is still vandalism. I really doubt he did it or he'd be sitting behind bars right now. These guys should write a movie or something because they sure have a bunch of active imaginations. It must be their advanced old age. Oh well, what do you expect from old trash - alot of rattling but of no use.

My Walmart had them for about a year and then got rid of them. I asked why they got rid of them, and they told me that they received a lot of complaints.
I figure, if you don't them, then go to the staffed check-out. Right?

Millions of Latinos are Americans. In fact, Americans are comprised of more than a few groups. Black folks celebrate the end of slavery and various civil rights milestones. Some Native Americans celebrate Thanksgiving in a unique way. Christians celebrate Christmas and Easter. Jewish folks celebrate the Sabbath, Yom Kippur and Rosh Hashanah along with other observations [By the way, millions of people in the Middle East celebrate Hanukah]. A small town about 25 miles from where I live started having an Asian festival a couple of years ago. The parking lot filled so fast that cars were lining up on the side of the main road. Some people had to walk a mile to get there.
Latino festivals are usually a good time. [By the way, a Latino festival is not a celebration of a holiday of another country although sometimes people celebrate 16 de septeimbre, but a Latino festival in August is not a foreign holiday celebration.] I've been to Latino festivals big and small. Restaurants usually set up a booth where one can check out the tastes and smells of places you may have been considering going to. There are a lot of musicians. Sometimes there will be a main stage where performers can strut their stuff. Businesses and individuals will be there selling hand made items. Brown-eyed girls will be everywhere. Paradise!
And it's all American. There are millions of Latinos in this country. Like the Europeans, Africans and Asians, they are part of making this country the great place that it is.
